New state-owned company Traffic Management Finland starts operating on 1 January 2019


The Government authorised the Ministry of Transport and Communications to transfer the assets, immaterial rights and business operations controlled by the traffic control and management services of the Finnish Transport Agency to Traffic Management Finland Oy.

The special assignment company wholly owned by the state will start operating on 1 January 2019 as the Act on the incorporation of the Finnish Transport Agency’s traffic control and management services enters into force.

The control services in the maritime, railway and road transport sectors now provided by the Transport Agency will be transferred to the company. The company will also assume responsibility for the collection, management and use of data related to the control services. Around 180 employees will transfer from the Transport Agency to the company.

The current transport services will be provided to users without interruption.

Traffic control group to be established

As soon as the new state-owned company has started operations, a traffic control group wholly owned by the state, Traffic Management Finland Group, will be established.

The group will comprise of the parent company Traffic Management Finland Oy and its transport mode-specific subsidiaries: Air Navigation Services Finland Oy in the air transport, Vessel Traffic Services Finland Oy in the maritime transport and Intelligent Traffic Management Finland Oy in the road transport sector.

Agency reform in the background

In the last few years, the organisational structure of the administrative branch of the Ministry of Transport and Communications has been systematically reformed to respond to the changing operating environment. Already around three years ago the outdated division between transport and communications policies was abandoned at the Ministry.

The establishment of the new companies is part of the reform. From the beginning of 2019 there will be three agencies: Transport and Communications Agency, Transport Infrastructure Agency and Meteorological Institute.
